Grimsby writes down something most municipalities leave implicit. That is worth knowing because it means the basement quote is genuinely itemized: the interior alteration rate of $0.94 per square foot, the plumbing at $195 for up to 20 fixtures, an occupancy permit at $110 for a house or secondary suite, and a backwater valve at $195 if one goes in. All small numbers, all separate, all predictable.

The construction sequence is decided by the escarpment rather than the schedule. The brow above town sheds water downhill, and the older core below it is where that water ends up, against foundations that are frequently stone or early poured concrete. On those houses the first work is not framing, it is establishing where the water is arriving and giving it somewhere else to go. Downspout discharge, the grade within the first couple of metres of the wall, window wells, weeping tile condition. Finishing over a wall that still takes water buys about two winters before the drywall reports the problem.

Height is the other constraint in the older housing. Measure to the underside of the ductwork rather than the joists, because that is the number that governs, and in a century house it often lands under seven feet. The options are rerouting the mechanicals, which is real money, or designing the layout so the bulkheads land where they are useful rather than where they are awkward.

Above the brow the picture inverts. The bench properties are newer with better headroom and drier foundations, and the complication moves outdoors: the Niagara Escarpment Commission and the Niagara Peninsula Conservation Authority both hold jurisdiction over development up there, separate from anything the Town issues, so a new walkout or an enlarged window well needs that checked before it is designed.
