Grimsby runs its own building department, and the practical effect on a kitchen quote is that the numbers are unusually easy to pin down. The Town publishes a per square foot schedule rather than the per square metre Service Index the neighbouring cities use. Interior alterations and renovations to a residential building are $0.94 per square foot in the 2026 Schedule C, the minimum permit fee for any work is $195, and adding floor area rather than reworking existing area moves the rate to $1.48.
The Town also unbundles what other municipalities fold together. Internal plumbing is its own permit at $195 for up to 20 fixtures, with $9.25 for each one beyond that. A backwater valve or backflow preventer is a further $195. Zoning verification on a house or addition application is $85 on its own line. A minor revision to a reviewed drawing is $53, a major one $264. None of these are large numbers, but they add up in a way that surprises people expecting a single permit fee, and they are worth putting in the quote rather than discovering later.
The housing splits with the geography. Below the brow the older core holds century houses and postwar bungalows where the kitchen is usually a gut: plaster, undersized service, and a layout designed around a stove and a sink and nothing else. Above the brow the bench properties are newer and larger, often on old orchard and vineyard land, and there the job is more often an ambitious rework of an already adequate kitchen. Along the lakeshore north of the QEW the houses are a mix of original cottages and substantial rebuilds.
Electrical is not the Town's file. New circuits for an island, a range or under-cabinet lighting go to the Electrical Safety Authority as a separate notification, and gas to a cooktop is a third authority again through the TSSA. Three approvals on one kitchen is normal, and it is the electrical one that most often goes unresolved and turns up at resale.
