Vaughan runs from the Kleinburg heritage village out to the newer estate streets of Thornhill Woods and Woodbridge, and the rules change as much as the housing does.

Kleinburg is the part of Vaughan that behaves least like the rest of it. The Kleinburg-Nashville heritage conservation district covers the village core, so exterior alterations there go through a heritage process that does not apply anywhere else in the city, and the estate lots around it back onto Humber valley land where the Toronto and Region Conservation Authority holds jurisdiction. Woodbridge and Maple are conventional by comparison, and Thornhill Woods runs to large post-2000 houses now old enough to want their first serious update.

Vaughan prices permits through its own consolidated fees by-law, with a $195 minimum and new residential floor area charged per square metre, while alterations and secondary suites in a single detached house are capped rather than open-ended. That cap matters on ambitious interior work: a full main-floor reconfiguration and a modest one can land at the same permit cost.
